Publishing principles

Editorial policy

Country claims are structured around primary authorities, technical specifications and visible verification dates.

Source priority

National tax authorities, finance ministries, official implementation portals, the European Commission and recognized interoperability authorities are preferred over commercial summaries.

Country separation

Two countries are not treated as identical because they share a language. Each laboratory has its own system, authority, identifiers, formats and acceptance boundary.

Tool naming

A tool is labeled a validator only when the relevant schema and business rules are actually executed. Otherwise it is called a preflight, field, identifier or readiness checker.

Updates

Material changes should update the country page, mandate registry, format references and last-verified date together.
